Kris one other thought on this situation is going to a coil over system. Im not sure what you had in a budget for injectors and the turbo parts to use them but you could go with a coil over kit and be done for good with leaf springs all together. DC probably could point you to a good kit.
Coilover conversion would be PIMP........I may eventually do it to my 01 (although I've been trying to stop changing stuff on it). Full Traction is the only kit I would run short of One Up Offroad.
FT has a 4", 6" and 8" kit (figure $2400 for the front kit and $1300 for 2.5" diameter coilovers though).
Those are guesstimates on the pricing......I'm no longer in the game so I don't know if they have changed.
I contacted my buddy who has a dealer's license, they can get me a Donahoe Racing 4" all-spring, which means replacing the rear with springs as well, plus the box kit for $1380 which is just $50 more than i can get at retail with just front springs and rear blocks. I always wanted rear springs on a 4" kit but i did not know that was possible. Plus the LR spring is basically shot too, it is phagged. Hmm, decisions decisions, decisions.
Seems like a good deal...figure jobber on the front and rear springs is $590 per pair, $80 or so for the rear u-bolts , and the box kit jobbers for $375
Jobber is the lowest any DR can sell DR w/o risking losing the ability to sell DR (they can pull the product if you violate it).

The broken spring is causing it to lean to one side. If anything, the sway bar will try its hardest to keep level. But, when i disconnected the links nothing changed. Im betting you have a phagged spring, in other words, one that's "sprung".
Ive decided on the lift and i just gotta wait for another paycheck to pad the bank a little.
