Yah with that low of boost I think you have a leak some where. Just do what strokin_it7.3 said and get some gauges so you can see what is going on

are you taking the reading from the red line? i think that is what i am reading. There is a 1/4" line that goes from the y horn over to map sensor on the passenger side. This is most common spot to read boost.
yeah, you want to take the reading from the map line, which is a 1/4" black rubber hose that has a split loom tubing around it. There are other ways to go about reading the pressure but the idea is to look at the intake plenum and read what is there. There is a MAP, manifold absolute pressure i believe, that is already doing this task, I placed a tee in this line and this is where I am reading the pressure from.
to the left in this pic you can see a dial (its my ITP OBA).it sits on top of the map sensor..my map line is red..yours will be black..one end goes to the spider..the other end goes to the map sensor..you need to tap into that black line for your boost reading..or you can get a AIH delete plug.tap it for a boost gauge like mine in this pic....
