Oh and also just for you information the vortec 4200 DOES have an egr, just not a specific valves. They use electronically controlled valve timing to set the overlap so that a calculated amount of exhaust gas is pulled back into the cylinder on the intake stroke instead of running it through a seperate egr valve. This technology had to be approved by EPA to show that they could meet the egr requirement without a seperate valve.
So there is your answer about how it is mandated and what you THINK is an engien without one.

This is also a MUCH better way to achieve EGR on a diesel because it won't fill up the intake manifold with soot from the recirculation. Just leave a little bit (or a lot) behind in the combustion chamber and the goal is achieved.
Really, if EGR is mandated, then how come the GMC Vortec 4200 engine does not have one? The only thing the EPA cares about is that if it meets emissions requirements.

wrong. IF things like egr were not mandated the states to do real emissions testing wouldn't do visual inspections. IF you were even remotely close CA wouldn't fail a car before it even put the sniffer in the tail pipe but I promise you they can and they will.
It's also why it's against federal law to tamper with, disable or remove any emissions control device on a vehicle EVEN if you actually can show a reduction in tailpipe emissions.
You really might want to do a little research. EGR, Catalytic converters among other things ARE mandated by EPA regulations (techinaclly it's not a law because under the constitution ONLY the elected legislative branch can make laws everyone else just makes rules.)
Example of how wrong you are is just recent, EPA did NOT tell the diesel manufactures what the limits on particulate emissions where they mandated a particulate filter had to be used. That was why even though they didn't exist at all 8yrs ago several companies where put into overdrive to invent one to meet the EPA requirement.
Any of you guys ever heard of this engine? It is an awesome design and is claimed to get atleast 150mpg! I would like to swap one of these bad boys in the old superduty... probly the only truck built well enough to hold all that power! 4000lbft @3000rpm!!!
