Yes too low. Buy another 2 quarts and fill it until it overflows out the fill hole. As posted about, it should take between 2 and 3 quarts, probably closer to 3. Don't run your truck with only that much oil back there, you could damage it.

Seal leaks occurr from clogged vent tubes... Mud, spider nests etc block ventilation which causes a pressure differential and your leak. Mud in the gearlube can help to speed things up. My owners manual says it is full when the oil level is at the bottom of the fill hole.
