A few things

Going to change oil to day and fuel filter, meant to do it other day and couldn't. Anyway, Drain oil, poke hole in bottom of filter to drain oil, fill new filter with 2 qts oil and refill crankcase with 12 qts. unscrew fuel filter top take out old one and put new one in and screw top back on --finished, right?

I will add a few more things to the list.
Drain the fuel housing, look closely at the bottom for debris. Remove fuel heater if necessary to get to the bottom. Clean & drain debris.
Check fuel heater solder joints for corrosion or broken solder.
Insert filter & Add fuel or diesel kleen to the filter housing.

Why do you fill the filter bowl with fuel amd/or Diesel Kleen after a filter change? It is my understanding that the electric fuel pump will fill the bowl and at the same time it give you the opportunity to check for leaks.

If there is an additional reason that I don't know about, which that by its self would not surprise me, please advise.
Thanks in advance,
Rog

I thought I remembered others saying just remove and replace old fuel filter. Where do I drain fuel housing? Lastly, where is fuel heater?

The fuel heater is in the bottom of the fuel bowl, it's a wire that's attached in 3 places. If you decide to remove it just remember it's LH thread.

Use the yellow lever on the side of the bowl to drain it.

mechanical pump, no need to fill the resevoir up, it will start right up, i never fill mine and i drain it all the way every oil change. normally there is no need to pull the standpipe out either.. brakleen will knck most crud loose then flush the housing with diesel before you put the filter in, works everytime

filling the filter bowl with desel after a filter change is easier on the fuel pump and fuel system, plus it helps to keep air bein g run through the system.

I dont like to put that kind of strain on my system with dry bowl startups if I dont have to.

Every OBS I work on has a 14 quart capacity! every SD has 15 all assuming not aftermarket filters and what not. My truck takes 15 with bypass filter.
