With the 4.10 gears in Herbie's rear, most any VW flat 4 will work. Depending on how well you want it to run, will force your hand.
Personally I'd use a DUAL PORT 1600 with twin carbs. Get the 1800 jugs and have the lower (center) end overhauled. Make sure ALL mating surfaces are absolutely clean and flat as the VW uses gaskets ONLY on the pushrod tubes, valve covers, oil pump, and center lower pickup filter housing. You can use about any 1 bbl carb on each side but the 2bbl dellorto will work a lot better. (Mind you I'm going back 25 years on all this so there may be more than a few changes). Get a copy or two of the VW magazines out there and look at all the options available.
Figure about $2500. to get a junkyard engine, new jugs, head job, overhaul the lower end, carbs, and other extraneous stuff.
Or you can just use a stock engine out of a 70-73 carb engine. This would be the 1600 Dual port. Next best would be 66-69 1500.
