I found this article on how animal workers confiscated animals from housing
projects and instead of bringing them to the shelter, they were tossed over a 50' bridge.
You can't just throw the workers off the bridge. You need to at least give them some rope to help with the fall. 40 feet of rope (hopefully afixed to the neck) should be plenty.
Also, gotta love the "we didn't do it but if we did you can't prove it" attitude of the owner, Julio Diaz. In related news, OJ Simpson sends his deepest sympathys to the affore mentioned owner.

In Colonial days...they set up stocks on the public square...secured the miscreants and let the general public know what their transgressions were. The general public would then act accordingly. Perhaps this would be just punishment.
