Yes, the later highboys had the 351M option. Only in the the 77.5 models. Mine also had a 351M from factory. (replacing that with a 521 stroker 
). Mine was manufactured in January 77.
As far as the fuel tank, a rear fuel tank was never an option between the frame rails, only in cab with the highboys.

My '79 2WD crew cab (with the highboy frame width) had a factory gas tank back there. Not saying it was available in a 4x4, but ford did have something that was made to fit there. I have no clue what the tank looked like, but I know what the skid plate looks like.

I really thought that highboys could come with a rear tank. That looks a lot like a bronco skid plate though. Im not saying it is but just saying what it looks like. Im sure you could find some 73-79 truck rear gas tank to fit in the hole. What about a F350 drw rear tank?
