Is this a vacuum issue?

That's because vacuum is more accurately a function of engine load. At idle most engines are in the vicinity of 20 in-Hg vacuum in the intake manifold. At roughly 10 in-Hg they are sending about half of the available power at whatever rpm they are at to the wheels. Most power accesories stop working at around 10 in-Hg, so if you're over 1/2 throttle nothing that uses vacuum will work. It takes several seconds for the vacuum in the system to bleed off and that's why you don't see the affects immediately.

That's good info, I am thinking I must have a small leak somewhere in the system. you say it should affect the heat in the same way?

It typically does, but I can't say for sure that it would because I've never seen first hand how this problem affects these trucks.
