Tweecer tuning

I got a laptop and well I am gonna be building up my 302 and I have no clue how to:

A: build a engine.(I do all my own maintenance)
or
B: Tune a vehicle.

My truck has a eec-IV (92 F-150 302 E4OD 2wd 3.55)

and I want more power is there any information out there on how to tune efi with tweecer? or any experience with it?

I researched tweecer, but the problem I ran in to is I couldn't find a BIN of anything but mustang ECMs. You need a BIN to decode the file so tweecer can input it so you can change it.
