Use some PB blaster on the hub, it's probably rusted on. Then while prying on the outside of the drum, smack the axle with a hammer. Also make sure that the brake shoes are adjusted back some because they may be hanging on a lip inside the drum.

Pop the little rubber cap off the backing plate and stick a screwdriver in and turn the cog inside until it loosens the adjuster enough to get the drum off. You may have to tap the drum with a hammer to get things moving inside.
if you can move the drum in and out 1/8 inch, then its stuck on the brake shoes. if it dont move at all, its stuck on the center pilot, the 2-3 inch diameter center of the brake drum. thats where to spray the penetrant. i have actually taken a 3/16 drill and drill a hole with the bit half on the axle hub and laft on the drum. go in at the top at a 45 degree angle, go in about 3/16 inch. this loosenes the ID of the brake drum, and also gives you a spot to put penertant directly into the joint. then pull on one side of the drum toward the outside, while you hit the backside of the other side of the drum.
