Lights flashing and needles moving on the dash sounds like a PCM reset. Check the battery and ground connections really well.
If you leave the key on in the run position, which lights on the dash stay on?

yeah I know it sounds crazy, but I have been through this before same symptoms. interior lights all flashing sounds like hazards are cycling, dash lights blinking. Been there done that got the t-shirt to prove it.

Parts store cannot usually scan for our codes. Non OBDII compliant. They can load test batteries and the alternator. I say you may need new batteries and then have the alt tested as previously mentioned. How old are the batteries?
