Kick in sooner??? No. The wastegate is designed to bleed off exhaust at higher pressures. You can tighten the wastegate to have more top end boost, but it won't cure turbo lag.
If you haven't cut out the muffler yet that helps the turbo spool quicker, if you have; you could try larger exhaust, i.e. 4" down pipe back. It is a turbo though not a super charger so you’re going to have some lag no matter what. Many of the diesel guys in the 99-03 PSD forum may also have ideas.<o></o>
