Can't get into programming mode for remote

2003 F-150 Lariat with keypad on the door and key fob remotes --

When trying to program a new key fob remote, I cycle the ignition key 8 times per the manual, but the locks don't cycle to indicate programming mode. I've tried with all the doors locked and unlocked, and unlocked with the keypad on the door. I just cannot seem to get it to work. It should be simple. Any ideas what I'm missing here?

Thanks,
-- Mike

After unlocking the truck with a key make sure you unlock it using the drivers door switch before attempting to program the remote.
Verify this is the procedure you're using.

Remote Transmitter Programming

NOTE: All remote transmitters must be programmed at the same time.

1. The vehicle must be electronically unlocked before entering program mode (via remote transmitter, keyless entry keypad (if equipped) or door lock control switch while the driver door is open.

2. Turn the key from OFF to RUN 8 times within 10 seconds, with the eighth turn ending in RUN. If the module has successfully entered program mode, it will lock and then unlock all doors.

3. Within 20 seconds, press any button on a remote transmitter, and the doors will lock and then unlock to confirm that each remote transmitter has been programmed. Repeat this step for each remote transmitter.

4. If the door locks do not respond for any remote transmitter, wait several seconds and press the button again. If the door locks still fail to respond, refer to Inspection and Verification. Make sure that no more than the maximum number of remote transmitters are attempted to be programmed.

5. Exiting the programming mode is accomplished if one of the following occurs:
* The key transitions to the OFF position.
* 20 seconds have passed since entering programming mode or since the last remote transmitter was programmed.
* The maximum number of remote transmitters have been programmed.

I tried both recommendations. I bought a new Key Fob. My Truck , when I bought it not too long ago had both key locks on the doors cut into by something straight, so I can only turn the key to open on the passenger side to open the truck. My fob worked until it quit working. What do I do next ? I was thinking maybe there was a relay or a fuse blown since neither programming worked. What else could I try ?
