Well guys I made a 1/4" shim and put it directly behind the balancer, now the pullies line up great! I do however think you guys are correct about the water pump it is probably the wrong one because there are no other excuses. Is one pump aprox. 1/4" longer than another one???? does anyone know? that is probably why the guy had the belt loose when I bought the old truck to keep the belt from flying off, this is the only thoughts I can come up with. I would like to Thank everyone that donated there time on this thread, it is greatly appriciated!!!!! this site sure rocks!!!!!!!!! Thank You
Bottom Line = You have the WRONG waterpump pulley.
The number you posted: 1VE-8509 is incomplete, it should read = D1VE-8509-AA. Ford part number D1VY-8509-A. The is a 3 sheave (belt) pulley. The parts catalog for 1973/79 F Series trucks with a 460 calls for a 2 sheave pulley (except CA trucks 1973/76). This means that not only is the pulley incorrect, but the belts are routed incorrectly.
The same 460 waterpump is used 1973/79 for all trucks and cars: D8TZ-8501-B.
The crankshaft outer pulley ID number (D0SE-6312-B) you posted translates to the correct 3 sheave crankshaft outer pulley (D0SZ-6A312-B) the 1973/79 Ford Light Truck Parts Catalog calls for.
>>>You need a 2 sheave waterpump pulley that measures between 6 1/8" and 6 3/8" in diameter. There are two different ones listed. With or without A/C.<<<
The pulley you now have is for a early/mid 1970's FoMCo 429/460 passenger car. It was NEVER used on F Series trucks.

O I forgot to mention that my motor is out of a pass. car. Thats why it has the small pulley inbetween the larger ones for a smog pump...and it seems like u have a pass. car pulley...
try a junk yard/auto dissmantalers...easiest and cheapest way to get a pulley. Just make sure that you pull the right one off...429/460 are pretty easy to find in 250...also look for 4V intake and make sure the intake isnt aftermarket...but finding aftermarket parts in junk yard is a little unusual...bring extra cash cause you usually find extra "goodies."
