I thought the actual switch was in the steering column. When the selector is in R, it closes the circuit to the bulbs.
Mine havent worked in years since i put a B&M floor shifter in. My headers wouldnt allow the original shifter linkage to work. The B&M shifter has a way to use backup lights but I havent spent the time.

ok, I figured it out. NONE of the local parts stores stock this part. the ford dealer FINALLY found a listing for it, and located one, BUT they arent made anymore, so if I wanted one of the last few remain switches in North America, all they needed was $100.
so after about 10 minutes of searchign online, I found it at BOTP. $20 not bad..
For those that are looking, the ford part number is SW-938
the replacement part number from BOTP is SW-0009
