Having just gone through the shopping process, it could mean a couple of things. The right price will have more to do with the overall condition of the truck than the year. The mileage factors in, body work, extras, how much they paid for it, how much they think you will pay for it...
I just got an 00 Ranger XLT 4 door, 2WD 3.0 V6 for $6188 on the road. The body has some dents and scratches, and the fenders have been pushed in, but its mechanically sound. It also has less than 97k miles on it.
How much you pay also depends on where you get it, the auto mall wanted 6500 for an 89 Dodge that was falling apart, this smaller place was more reasonable, and sells more expensive cars normally. (4 vettes, a Custom 8 and an old Benz were this Ranger's lot mates...)
Without knowing the condition of the truck and miles, etc, its hard to judge a price.
