I am looking at a Superchips Max Microtuner second hand, can it be used in my truck if someone else has used it, or does it have to be sent away to be reset?

As long as the seller returned the tuned vehicle back to stock, you can use it. If they didn't you would have to send it to superchips to get unlocked.
If it is VIN locked, there is no other way to use it than sending it back to superchips. I have never had to do it, but others have stated it is about 80% the cost of a new one.
