Question straight pipe or cat

I am looking at puitting a 4 inch turbo back system or a 4inch cat back.I cant decide because i dont know if i should leave the stock cat on or get a delet pipe. In addition will there be a power difference and if so how much. Or should I go with a high flow cat but I dont know if they are legal.
