Help 97 Explorer wont start? 02 Codes?

Turns over checked fuses (ok) fuel relay (ok) pulled these codes:
P0135, P0141, P0153, P0155, P0156, P0161, P1151 Any ideas what to try to get this thing running?

P0135 O2 Sensor Heater Circuit Malfunction (Bank 1 Sensor 1)
P0141 O2 Sensor Heater Circuit Malfunction (Bank 1 Sensor 2)
P0153 O2 Sensor Circuit Slow Response (Bank 2 Sensor 1)
P0155 O2 Sensor Heater Circuit Malfunction (Bank 2 Sensor 1)
P0156 O2 Sensor Circuit Malfunction (Bank 2 Sensor 2)
P0161 O2 Sensor Heater Circuit Malfunction (Bank 2 Sensor 2)
P1151 Lack of Upstream Heated Oxygen Sensor Switch - Sensor Indicates Lean - Bank No. 2

So you have 4 heater circuit malfunctions and bank 2 pre and post o2 sensors are shot. I'd first check the ground, but it sounds like you need 4 o2 sensors. Have you used some kind of carb cleaner or fuel additive lately?

Some additives and carb cleaner are not o2 sensor compatable. To wipe out four of them at once, it's either a chemical problem or one of the wiring harnesses is cut.

Heres how it's wired. Fuse 2 (30 amp maxi) feeds the PCM power relay. PCM power relay feeds fuse 11 (15 amp mini) & this fuse feeds the O2 sensors.

Both fuses are under the hood in the power distribution box. Are you sure they are both OK?

Does the check engine light come on and the fuel pump run with the key is turned to run?

In that case, like ReAx mentioned, it sounds like a wiring problem.

If the engine was just rebuilt, might be a pinched wiring harness between engine & bellhousing or bellhousing & trans..
