Caustic (alkali) cleaners like oven cleaner should be very safe for plastic and rubber. They will attack aluminum however.

Rubber and plastic are petroleom products. If oven cleaner will agressively dissolve oil and grease then it may dissolve rubber and plastic. Besides, how do you keep it off of the pianted surfaces. Oven cleaner just seems a bit harsh to a vehicle engine compartment when compared to the other options.

Yep oven cleaner will attack paint. The stuff I have is in a plastic squirt bottle. Caustic soda is usually shipped in plastic containers with rubber sealing rings.
