My Microsoft Wireless Intellimouse Explorer 2.0 mouse had software that came with it that is real easy to use. Windows has a built in viewer that kinda works also. See: All-Programs/accessories/accessibility/magnifier

I don't know if that is where the paint is chipping or if it is where there is a bright spot where the light is reflecting off of it. It kinda looks like it is painted, just over-exposed. but the magnifer is kinda blocky so I might not be seeing what you are seeing

I have looked at a lot of magnified and blown up pictures. It is not a reflection or bright spot. The magnifier software in the mouse is better than the windows stuff. I can choose the size and zoom level with the mouse.
The seller has lots of negative and neutral feedback. No way I would call that good.
