If you mean the "Amazing gas saving performance enhancing device" then you are probably looking at snake oil.
Most controlled laboratory testing shows little if any gains and often losses.
Always keep in mind... Detroit can be cheap, but the gas guzzler issues force them to try to optimize fuel mileage, don't you think they would put a Vortex tube in if it got them some EPA smog relief or better gas mileage?
In the old days of carbureated engines some of these devices worked, because of problems with the state of tune of the engine and other fuel electrical issues. Now the "self tuning" engines eliminate the sloppiness that these devices tried to work with.

It's intriguing, turning compressed air into hot and cold air simultaneously with no moving parts. There are commercial vortex tubes available. I don't think it is a very efficient technology, but in a situation like a factory or ship with an unlimited supply of compressed air, and an environment that is unfriendly to things with moving parts it could make sense for local cooling or heating. And possibly as a drink-cooler once I have an air compressor on my truck.
