2002 Explorer 4x4 transmission promblems Service Bullentin # 15069

I've just purchased a 2002 Ford Explorer XLT 4x4 it has a new rebuilt transmission in it, when I have to stop real fast it act like it is in neutral untill I change the gear slector into a lower gear then it pulls out & shifts real good, anyone have a ideal of what is going on is it low on fluid, or is the filter loose? I hate to tear out the trans as I understand that they are quite expensive to repair. I just found a techcial Service Bullition # 15069 that describes exactly what is going on with my Explorer, does anyone have any info as to what the fix is for this.

I took it to a local Transmission shop, they checked the fluid & it took 2 & 1/2 quarts to fill it up. No leaks just not completely filled up when it was rebuilt.
