Looking for the part #/ name for the e brake that the cable slips on , goes thru the backing plate and scissors to engage the shoes . Mine are frozen up and if I have to go through the trouble of poppin the axles out to free em up , I'd just as soon replace them .

Usually it's not the cable that's frozen, but the scissors. Just remove them from the backing plate, use a wire brush to clean them off, then put a good thick coating of lubricant on it. You might have to get creative with some vice grips and a hammer if they are frozen up too bad...
You shouldn't HAVE to remove the axles, but it does make it much easier with the axles out. If you're due for a differential oil service anyway, it'd be real easy to remove the axles while you're in there. Might as well put new axle seals in while you're at it.. and maybe new parking brake shoes.
Scissors to the new brake shoes all fixed , without pullin the axles , thanks MazdaRangerGuy . But I'll have to at least pull the left side before I start towing the stang to the track , bad seal .
