I just checked my grounds. i have no ground from the frame to the block. the ground i have from the negative battery terminal to the front of the block is all rotted at the eye on the end of the cable where is bolts to the block. could this be why i have no spark????

NO, if it is cranking your engine is grounded well enough for spark. You do not need a ground to the frame unless you are pulling a trailer for lights or if your truck uses the frame for a ground for its taillights.
what else would cause me to have constant power to both sides of the coil? the negative tach side of the coil does not pulse when cranking. i already changed the module on the fender 3 times. what else could it be?

After all this time, the problem was the green wire on the coil. The wire was rotted and corroded and actually broke off the connector today. I cut the wire, stripped it back and attached it to the coil, and the truck started right up and runs great!
