Ok I am thinking of changing my gauge cluster out and putting in another OEM gauge cluster that has a Tach, and I was told that these trucks are prewired for a tach. but I am skeptical. Has anyone else done this? Or does anyone know for sure if the 1993 ranger 3.0L is prewired for a tach.

Yes, it should be. I know for certain, 100% that the 1995 and later trucks are (I added one to my truck).
I am about 98% sure the '89-'94 trucks are prewired as well. However, unlike the later ones, I believe you may have to find one out of a 3.0 (maybe 2.9L, too) truck. The reason I say this is that someone on here used an instrument cluster with "4.0L Engine Only" written on it. It didn't work when they installed it on a truck with a different engine. I don't think all 4.0 clusters are like that, but I am not sure. You could try a 2.3L cluster if you find one, since they get their signal from the ECM and not from the traditional coil.

No problem! Yup, those are Explorer Limited seats. They came out of a '99. I used my seat tracks and everything bolted right in.
