fuel saving upgrades v10

Got into an argument with a buddy of mine over the V10 mileage issue. He swears that his neighbor gets 13 towing and 18 empty. He just went with him on a hunting trip and saw the lie-o-meter himself. The guy has some sort of programmer hooked up is all my buddy knew.
I am all over this rumor. Will keep all posted. Can anyone confirm?

I didn't read all the posts but here is what I did. I cut out the restrictve exhaust points where it necks down on the y pipe and welded in 2.5" tube. I also fabricated a dual electric fan setup. Cut the end off the air filter box so it has about 4-4.5 inch opening. I gained 1/2-3/4 mpg. Better than nothig though!
