Programming RKE 2000 E350 7.3 psd

Programming RKE 2000 E350 7.3 psd
I have a 2000 E350 7.3 psd. I purchased a second remote on EBAY but have been unable to program it. despite numerous attempts using the 8x on off routine the system never indicates progamming mode by cycling the door locks on/off. The remote which came with the van still operates the door locks correctly but I frustrated at being unable to program the new unit. Any thoughts?

its 5 times on off and the locks will lock then unlock..you then push buttons on all remotes in a short amout of time making the door lock and unlck with each pad...i just went through this the other day
