I just bought a new remote for my 2004 F350, looks like an OEM Ford remote. The seller I got it from on ebay gave me these directions for programming:
Turn ignition from OFF to RUN 8 times within 10 seconds, with the 8th time ending in RUN. Door locks will cycle to confirm programming mode. (Off is the position where you can remove your key, RUN is the postion just shy of starting your car.)
Within 20 seconds press any button on the first keyless remote to be programmed. Door locks will cycle to confirm programming. If you only have one remote then skip to step 4.
Within 20 seconds, press any button on the second keyless remote. Door locks will cycle again to confirm programming. Repeat step 3. for all other remotes.
Turn ignition to OFF. Locks will again cycle to indicate end of programming mode.
Turn the key on/off 8 times, it does nothing. Tried several times. Anybody know what the problem is here?
I just did this to mine I assume you do not have a owners manual? You do not turn the key all the way off. Go one click then forward and back not to start and not full lock. You must electronically unlock the doors before you start an close them I believe. Once they cycle hit a bottom on the remote. If you have other remotes you have to do them all at once. You are positive the truck has remote entry? My coworkers 02 xlt also would not go into programming mode.

I realize this is an old post, but I'm having the exact problem with my 2004, F250, I just purchased. A very clean and well kept vehicle. The small dealership could not get the system to go into program mode. After driving home (150 mi) I opened the user manual and tried myself.
Still nothing....after cycling the key 8 times, the system never goes into program mode. the locks do not cycle.. just nothing, other than the normal run-position electronics. I start with the doors unlocked, I cycle the key as shown in the manual
I called the dealer for any ideas. Of course they wanted me to bring it in for them to inspect... min 1 hr. labor.

Yes, I've install a new bettery, and the dealer looked up the vehicle and SN on the remote and said they ae a match.

A few questions:
1) 2004 Ford _______? Dunno if it makes a difference, but it might.
2) Do you have 1 working remote and are trying to program the 2nd, or what?
Until then, try changing the timing of your on-off cycles. Too fast and it won't work, and the same for too slow. I was getting frustrated until I got it to work for me.
Sorry for the lack of info. I have a 2004, F250, 4x4, Crew Cab. I am trying to get the single, original, remote keyless entry working.

Strange that the original remote doesn't work. I had bought a replacement (truck only had one, wanted a second) off eBay for like $20. But if you can't get the truck to go to program mode, that would do no good.
I checked, and your year and my year have a different sequence to go through. I found yours at 2004 F250 Manual on page 80.
