Have you checked all of the front end parts, ie., tie rods, ball joints, pittman arm, etc, to make sure they aren't worn excessively? Also, check the connetion between the steering gear and the steering shaft. Even slight wear at this joint is magnified at the stering wheel. If everything else is tight, you might try adjusting the steering gear preload on top of the gear. There is a lock nut and allen screw to allow for adjustment. Mark the location of the screw and nut before you start. I spray the area with brake parts cleaner and then use some touch up paint to mark. Then while holding the allen set screw loosen the lock nut about a hal turn CCW. While holding the lock nut turn the allen set screw CW about an 1/8 of a turn and then check the steering. Continue to do this until the steering feels right but do not overtighten the allen screw or you can cause bearing failure in the steering gear. You should maintain about an inch of play in the steering wheel.
