F250 cold starting problem

I have a 1989 Ford f250 custon auto 2wd that seems to be having a throttle problem. If its cold, when you try to start it, it only starts if you feather the gas and once it catches, you hold the gas for a little bit until it warms up. The check engine light is on, and i replaced the IAC valve since i thought that was the problem. What should it do?

the first thing to do is have the codes read to find out why the CEL is on.

Is there a plug for the code reader? I have the reader but can find where it plugs in.

Usually the plug is under the hood i believe on the driver side fender near the air box. Usually it has a plastic cover over the plug that says diagnosis on it or something of the sort.

the test port is under the hood, on the driver side fender, between the brake master and wheel.in this picture, you can see what the test port looks like.
