it is probably the brake switch that is the culprit.

I have the same problem with the brakelights on my -96 explorer. The bulbs are ok, I've changed the brakelightswitch, There is connection to the fuse which is ok, but when I meassure in the rear there is no contact. I have ruled out the connector for the trailerhitch. There seems to be a lose connection between the fusebox and the connector in the rear. Does anybody know???

my problem ended up being that one of the wires going to the brake light switch actually broke. thanks for the help on this
