its this just a tuning problem or is there more to it

Two barrel carb, right? The usual problem....so, if it isn't timing, or carb adjustment, it's.....
.....The dreaded accelerator pump. Located front of carb behind squarish plate with lever held on by 4 bolts.
Careful when removing the cover, there's a coil spring behind it.

C4AZ-9B559-A Accelerator Pump (Motorcraft CM-463)
Cool. :)
I'm not familiar with the way a 2100 acts without an accelerator pump because mine runs the same with no stumbling (warmed up and in warm weather) even with the control rod removed.
I believe that is because I reamed the low speed circuit jets back in '75.
(they are at the tips of the skinny brass tubes inside the emulsion tubes)
I have my accelerator pump-rod set on the lowest setting and that takes a special non-interfering rod clip at the rear.
the werid thing is with this problem it was running fine with no bogging or anything when i bought it and then i fixed a leak and seals and all that internal junk in the carb. and it would idle and drive and all that great and you could push it.
but then just latly it has started acting like this. i was told to try "Sea Foam" i saw that there was a can of it behind the seat of the truck so the other owner must have used it before
