Does he have air conditioning? Is it working? The air conditioning actually kicks on when you have the defrost on. It makes a difference. My windows stay a little foggy because my airconditioner needs recharging and is not working. Thats if the obvious like no air blowing from defrost vents has already been checked.
If you are sure that the fan is working make sure that the air is warm and the heater otherwise works normally. If you live in the north and are concerned with defrosting your windows and your heater core is shot the air that blows out isn't going to be very warm. Is there any radiator coolant on the passenger side floor? Also check out the thermostat and be sure that it is functioning correctly. Just a few ideas to start with. If you could get some more info on the exact symptoms it would be easier to diagnose. Thank God I live in south TX and don't ever have to use my defroster!!! Burrrr!

at least in most years, this year we still have dry ground and tonite is the coldest yet this year -5 degrees F. just two days ago it was 50+
god I love it here!
But seroiusly, make sure nothing has fallen down into the defrost vents or that a sm all creature hasn't taken up residence in there.

Like the other guy said... check the heater core. Mine was doing the same thing before I switched it. also, with a cracked core it will blow really oily air and kinda make it worse... atleast it seemed to in my case.

You say the fan works.....does it blow out the defroster vents when it is selected? If not, you are looking for a vaccuum leak or dashpot in the dashboard (or under it) that is not making the internal air vanes move to the defrost position.
