towing problem
That age might suggest a torque converter going south... or other 4R100 issues
I bet a LOT of the lack of power is a funky Ford PCM programing code...there were dozens of them from 99 to 2002 that absolutely sucked for power and a typical Technician has no clue how to poke in the good PCM re-flash code
ASK or demand a PCM re-flash to the code word IGW0... India-Golf-Wiskey-Zero... I know for a fact that it is a very high output 2001 2v V10 code for a 4R100 and 3.73:1 truck
now the 15 gallons to go 70 miles is also an issue... I assume he meant for an empty truck... even hot-rodding an empty 3.73:1 rig, I always got 10.5 MPG so 15 gallons would have pushed me 150 miles down the road
My 2001 with 265s and 3.73:1 would pull 9~10K pounds with ease up even very steep mountain passes in 2nd gear and bouncing the tack on the limiter (4800~5200RPM) at 65-75MPH.... but my 4R100 was in perfect shape and my tires were stock diameter...
I would see the dealer that flashed it and ask why ?
That would not have any thing to do with stalling in reverse,that was the failing IAC or plugged holes to it.
I would bet as others have said the they gave you a wimpy reflash #.
As Fred has said there a about a 1,000 reflashes out there.for this engine.

Attitude is every thing at a service writers desk...they are used to dealing with technically incompetent and frustrated people and over time they assume all owners are idiots... the service writer who is kind, patient, and helpful is a rare bird indeed...
Knowing these things it is important to "develop" a adult relationship...
When I moved to this state and knew I wanted to become a new vehicle owner and I desired service that I could trust I went out of my way to meet the manager of the service department, introduce myself and invite him to dinner on me so I could properly explain my knowledge, lack of knowledge and what my expectations were. In the conversation I indicated that when ever I dropped my trucks off for service I would be spot checking to verify if the various jobs were correctly done. I promised to always allow enough time for efficient trouble shooting and repair and not get all bent out of shape because they had to wait on a part to be delivered. I promised that all my praised would be public and frequent when I was happy and that my problems and disappointments would always be in private and without cussing or shouting. I let my service manager know where I intended to gather my information and served him notice that I was fully computer literate and an expert mechanic and electrician but admitted I was not trained on FORD power-trains or electrical system.
The first three trips to this dealer I put "witness" marks on items I knew they had to remove or adjust for a complete service. Upon inspection if any of my telltales was untouched I invited the service manager outside to see my evidence that his technicians were charging hours for things they did not do.... at first he was embarrassed and appolojetic... I hastily said that my intent was not to gather a bunch of "gotchas" but to point out that I am NOT an brain dead typical owner and if I pay for something I expect to get what I pay for. No grief, no hollering, just facts in an adult way. He calmed down a tad and said he would take care of it.
When I go there now to pick up any one of my 5 Fords I bought from that dealer he greets me by first name, inquires about the family and tells me honestly what if anything is wrong or not. He invites me to go inspect the vehicle and come back in and close out the service order... all very friendly, polite and easy...
I say if you are living in an area that you have very few choices and you don't want to constantly be disappointed and always looking for a better mechanic then it is time to build a strong friendship with the people who you will rely on in life to fix things...air conditioners, toilets, septic tank, car, motorcycle...any thing
Before Christmas I spent 4 hours getting to know the old guy who owns the local window glass shop in my 7500 person town. During the schmooze I asked him all sorts of dumb questions about replacement windows and how exasperated I was at the $7K to $12K bids I was getting to replace all my windows and asked him of all the jerks who do this if he had a reccomendation...of course he said that he occasionally take on a whole house retrofit but not often and he though $7K was outrageously high...I invited him out to the "place" and after looking at my ranch style brick veneer ten window home he said the job could be done with a quality thermal pane window for under $5K... I contracted with him to replace all our single pane windows with new good stuff for $4687.88 and they were in and out all done in two work days. They literally save us 2 thousand dollars so I gave each of them a 100 dollar Christmas bonus.
At work there are many of my co-workers who gripe all day long about this or that service that was a frustrating problem...anything from fences, heater duct service, auto repair, whatever...every now and then I listen to them Tell the story and it amuses me how many of them are so rude and arrogant that I too would have screwed them over if I could...
back to the point...attitude is every thing...finding nice people is hard..sometimes you have to work a little to make people behave nice to you...Life in the 21st century is only going to get harder...don't make it harder yet by being a PITA customer.... Try to know what your are asking for, be willing to admit when you have no clue... be adult and patient and you will have more success then frustration...
We here in the V10 forum always seek to give the best advice we can and help as many of our brothers seek good repair and service....but no one of us knowes it all either and long distance trouble shooting is very hard... we can not see, smell, touch, or hear the problem so we are starting out blind crippled and ignorant...
Best advice I can give you is the knowledge that there are many many PCM codes that can be applied... sounds like form here you migh have got a funky code... I expect you will have to pay $45 to $75 for a Tech to try another
Be patient and this problem will get solved sooner or later

I bet each and every one of us can relate...seriously, we have all been there to some degree and we understand how F....ing frustrating it can be...
I have a very strong suspicion you should not deal with incompetent ***** where you are getting the work done... there are competent dealer service staffs out there... hopefully not too far a drive from your location...keep searching
Noting wrong with having a case of the ***...been there done that got a closet full of the damned "T" shirts...
from the sounds of some of the problems I have a strong suspicion this truck has a HACKED up wiring harness from a louden-boomer install or perhaps one of those fancy theft control remote start gizmos...
The ESOF system is a bugger bear to trouble shoot and fix... I never have found the first Ford Tech who even understands how the thing works...
Once you get all these issues sorted out you will have time to re-establish the BSEG and get back to some personal zen time and build back your karma...

The Service guy you saw is incorrect on the setting or re-flashing a "Code" into a PCM... they just do not know they are wrong... under Ford's policy they may not mix and match codes with customer concern waranty issues... they almost never get a customer that wants an PCM re-flash update
Find a competent Tech that has access to the scan tool and ask him to down load the IGW0... India-Golf-Wiskey-Zero code and try it... that is if your cat and ALL other issues you have with that truck are fixed... the trany issue is serious so do not pester a Tech on the "code" thing until all the mechanical issues are first fixed....
