The problem with rust is it is like a cancer; left unchecked it will spread. The good news is you should be able to negotiate a serious discount - point out all the rust evidence undercarriage - that is expensive to repair. The better news is you can "repair" it yourself for a few hundred dollars. Just undercoat the whole undercarriage (including that oilpan) with Rust Bullet. If applied properly, the rust will stop. You don't even need to sandblast it, but it wouldn't hurt (and that is another negotiated cost). Another concern for me is the snow plow. Since it has one I assume it used one as well. Snow plowing takes its toll on a truck, wearing it out faster. For me, more negotiated discounts. Like others have said, I think $8k is being kind to the seller; I paid about half that for a no rust 97 F350 dually with a 3000 lb. liftgate and full length overhead steel racks, probably themselves worth near what I paid. It might need a 3rd synchro and could use a new seat, but otherwise ready and eager to work. I would set my limit to $6-8k, as it is a crew cab, otherwise even less.
