Price might be a bit high even with the plow. The rust is a big issue in my book. I jsut sold my rusty old 95 and bought a 97 from missouri. well worth the trouble to get a rust free truck. More places to check for rust, the bed where the bed bolts go thru right at the back of the wheel wells, the bottom of the front fenders rot from the inside out becuase of a hole in the bottom of the cab that allows dirt up inside, also check the core support where it bolts to the frame. there is a very large pocket for dirt and salt to sit. you will need a flashlight to see down there.
the oil pan is also a pretty major issue as the engine need to come out to replace it.
If I were you search autotrader and ebay for a similar truck but in texas or some other southern/western state. they go pretty cheap there and even if it ran you $1200 shipping you would have a better truck for te same money. then find a used plow to put on it if you really want a plow.
Well if all other rusty spots turned out to be ok with out the plow I would say no more than 8k assuming regular cab xlt with no mechanical problems. But I am cheap!
I paid $4200 for my 97 F350 dually with 141k miles and virtually no rust. It isn't 4X4 but it has a 3000lb liftgate that is worth nearly what I paid for the whole truck. I got it at auction; could have gotten it for $2500 if the other serious bidder wasn't there.
I would say that you can do better. Especially since it has rust. You could get a nice NBS for that money if you really look. If you do buy it, you may want to use Rust Bullet on the oil pan to try to salvage it before it rusts through. Replacement requires pulling the engine - not cheap!
Sorry I forgot to mention that it is a Crew Cab, Power Lock and Windows, No Cruse, AM/FM Cassette, I beleve A/C and it has a spray on bedliner and step bars and 2 fuel tanks. Not sure if its XL or XLT.
with no cruise and no a/c I would bet that xl with power lock/windown options but who knows. maybe 9k with crew cab. rust is the big detraction in my book.
I just talked to the guy he said that the A/C works and blows cold, he said no leaks and the truck runs and drives great the only problem is the rot on the rear wheel wells.
I did a Kelly Blue Book on the truck and they said $10,605 in good condition with the plow.

In August at Spearfish, SD after my bike tranny went out, I was in desperate need of a truck. I found a '97 HD 4X4 7.3 turbo with new tranny, crew cab, XLT with 204,000 miles and a crease in the outside of the box above the rear wheel on the drivers side for $7000. Truck came with downpipe, exhaust, intake, edge evolution and fully plated box bed for gooseneck. Love it.
I give $6000 for my 96 auto. and the body was in decent shape on it. It did have a lot of miles on it but had been taken care of. One day soon I'll have all the kinks worked out on it.
Sounds very high, but I'm cheap also. If he is a motivated seller he may come down a lot, otherwise I would say there are much better deals around.
Tell him you don't care about the plow, and as far as you're concerned he can keep it and deduct that amount, and see what happens. I don't know what it costs, but my guess is around $4k or so, so that would bring the price down to $8k. If you don't need the plow, there isn't any reason to spend this much extra for something that you don't really need. At $8k you are now getting into the range where you can bargain with him if you are truly interested, otherwise look around somemore and get one better shape.
THe problem with rust being "only on the bed" is that there are a lot of other areas where the rust just hasn't come through yet, but it will soon!
It sounds like you want the truck but I tend to agree - way to high. '97 F250 Crew? $8K if it were in great shape. If he's got papers to prove new tranny and the thing is tight as a drum (Steering, Brakes) New tires and all the other stuff that will nickle and dime you to death - Then maybe 9K-10K? I can't imagine wanting one bad enough to pay even that.
I got this one for $6K with some nice Alloys and New Tires (Not Pictured.), Every option but power mirrors (Why pass on this!?) Keyless, Dimming Rearview ect Everything works - drives great. I still feel like I got hosed and 6000Miles later all I've done is rear brakes.
