If one of the three items has power then the others should have power also, so you just have to run the test wire from the battery + side to one of the three aformentioned items (ECC relay, tfi and the coil).
Also you will have to remove this wire to kill the engine.
My van is a wiring nightmare, so i'm almost betting my life that at least one of the main red/light green legs has a fault in it somewhere, because I know for certain I am not getting it at the ECC relay.
I am wondering why 12v isn't reaching the three items it needs to, and if the break is somewhere after the ignition switch before it reaches the Coil or TFI or ECU relay.
If the wire is hot a the Ignition Switch and not hot at the three items then yes you have an open (break) in that wire before it gets to the three items.
I am going to go pull the big fold out print for your van and see where the wire runs.
I've looked in a Haynes manual, and from what I can gather, the red ltg wire goes from the switch to a brown wire on the switch, and from the red ltg wire, goes to the Coil, TFI, and ECU.
I can't figure out why it goes to the brown wire because it lists 7.5L only.

OK the big print say that the red ltg wire leaves the Ignition Switch and goes to a splice where it splices with the Brown wire and then the red ltg wire goes to a fuse link (more than likely your problem) and then to a 8 pin plug. From there it goes to Ignition coil and then on to the other two items.
The Brown wire just runs from the I2 of the Ign. Sw. to the splice with the red ltg wire.
The fuse link is a 20GA Dark Blue wire with the red ltg wire at each end.
Where should I go about locating this fused link that is possibly blown? Where is my best bet to where it would be? I dont see a fuse link on my electrical wiring diagram in my Haynes manual anywhere on the red lightgreen wire.

I have a wiring harness out of an 89 van on the floor in the basement, give me a few minutes and I will go down and try to find the fuse link in it.
Its definitley the fuse link, when I applied 12v to the red ltg wire it fired right up, however my hydraulic pump, which is piped in the run circuit on the ignition switch did not work, so Im going to try and find the fuse link. If you find it let me know. I believe I also found the 8 pin plug, round, black, and found the red ltg wire but it was spliced into a black one.

I would like to help you more but it will be a few days before I can get the 1988 van up to look at it.
But it should be about two feet from the big fire wall connector on the big loom if it is like the 89 Harness. I know that is a very hard place to see and it might have tape over it and taped to the loom (Harness).
