Im not sure. I haven't checked anything at the TFI/ICM module.
I do know that the screw in front of it is now missing, would that cause this problem? Someone else who owned the van before me must've lost the original screw. The only screw in it is in the back of the module so its kinda loose on the front. I saw a diagram of the TFI but I can't find it anywhere anymore, you got one?
I dont think I have it in the start position either. When I manually activated the ECU relay and cranked it over, I had no fire at all. It didn't even attempt to start, just cranked over. No spark at all.
Where is this resistance wire and how do I fix it? Easy to get to or?
Any other possible scenario?
Im wondering if it could still be the ECU relay. I can see the actuator rod moving the parts in the ignition SWITCH module on the bottom of the steering column. Could it be a fusible link maybe? Perhaps the one you mentioned behind the battery?

If the one behind the battery was bad nothing would happen when you turn the key and all power through the Ignition switch goes through this fuse link.
If you do not have power at any wire with a test light at the plug of the TFI module (pin #4, V. power) you will not have power to the coil of the EEC Power Relay (ECU relay) or the Ignition Coil and the fuel injectors.
Are you sure that you are getting the test light ground clip grounded?
Yes, the test light clip was grounded. I test it on the positive terminal on the battery first to make sure, then go about my testing. I had no power on the TFI connector at all.
