The yellow cover just keeps the hairpin clip from falling out which I have never seen happen in all my years but I think it is a CYA thing they had to do for law suit happy people.
A dealer should diag for about half an hour labor unless it is a freak thing like a broken wire somewhere in the harness. Replacement of the switch should not exceed that amount in addition. SO I would say a fair price is about 1 hour labor or less total if it is the brake switch. If it is the actuator count on probably a couple hours. And of course you will be charged for the parts as well.
This is of course if you are out of warranty.

My 04 had the same problem.. mine is a floor shift.read manual. pushed the white button.shifter unlocked.but it kept happing.to the dealer i went an of course it worked. so I got a piece of plastic an wedge it between the white button.no problem works fine.

I guess if you are certain no one can access the vehicle, move it out of gear it is fine. But for anyone with children and access that combination could be deadly.
