you have to remove the steering wheel. after you have removed it then you need to put your key in the ignition and turn it to the run position. there by the ignition switch in the column there will be pin type deal. you will need a small screw driver to push the pin. while you have the pin in pull the ignition switch out with the key in the run position.
oh man this is going to be a mayor PITA... you see the ignition key does not wants to go in all the way and so i can't turn the switch out of the off position.
i allready tryed the spare key with no luck. also do you just unscrew the tilt lever?
thanks everyone.
You don't need to remove the wheel at all and if you're just puulling the lock set, it's easier if you pull the plastic sheilods off. If the key will not turn, the best way is to use a BURR in a drill if you don't have a die grinder and burr out the tumblers. The pin is on the bottom side of the column where the lock set inserts into the column. It's brass colored but is actually a stell pin so it's hard to drill with out damaging the column itself. I've had to do this frequently on truck recoveries when I worked as a mechanic.
Did my 89 a few months back & posted info on it. You only need to remove the upper & lower shroud & lower dash pannel. Four screws while tilting the wheel up and down. You have to do a little pulling. With the wheel up & key in you insert a drill bit bellow a casting to remove the switch.Try to find my posting. I had a tough time finding it. I may have a picture.
If the key won't go all the way in, then maybe the last tooth in the tumbler has dropped. Start off with a thin tool like a small screwdriver, a pic or a knife blade. Try to feel deep in the lock to locate the tooth. If you can get the tooth to go back up the you can use a long thin pin to hold it up while you insert the key.
That's a long shot.
Eric C. has described the last resort method.
Pic one.

Here is a copy of my posting last summer. Found the pin & replaced the lock on my 98 BII with tilt wheel & auto trans. Used a bent 6 inch 14 gauge copper wire to push in the pin to release the lock. You insert it through the tube like flange that points down & to the cars rear below the lock cylinder. You can’t see the hole but I used the wire to feel around. It only took a few seconds. Also you do not have to pull the steering wheel. Tilt the wheel up. Pull the lower dash panel below the column that is held by 2 screws. Than remove the 2 screw holding the upper & lower steering plastic shroud. Remove the lower shroud. Push it forward & release from the grooves on the upper shroud. Than tilt the wheel down & pull off the top shroud. Maybe this will help someone else.
