I am having a problem with the 30 amp fuse on the bottom right of the fuse box on my 99 7.3. When it is cold and I try to start it unplugged it blows the fuse. This happened a couple of times but after plugging it in and letting it warm I chnged the fuse and it started no problem. I just changed the gpr so I don't think it is that. I am just wondering if anyone knows what that fuse controls or if anyone has any idea what could be the problem.
I think you're referring to fuse #30 which protects the fuel bowl heater as well as the PCM. The fuel bowl heater shorts and blows the fuse, and thus the PCM also gets now power. I bet when you go to crank and it's not starting, you're not getting a WTS light, either.
Replace the fuse, but before you start it, unplug the fuel bowl heater. It should fire this time. You'll have to fix the heater short or leave it unplugged or it will keep blowing the fuse.

when I unplug the fuel bowl heater will this affect the truck when in cold weather? Also I was told that the fuel bowl heater was under the fuel filter and was reverse thread. I am just checking if anyone can confirm that.
Yeah, to see the fuel bowl heater, remove the fuel filter and there it is.
I'm not sure how it will effect the truck in cold weather. I don't even know what parameters cause the heater to activate... whether it runs all the time, or only initially, or only when it's cold out.
Be sure to post back if the heater turns out to be the problem, for future reference... if unplugging it and replacing the fuse fixes it.

I unplugged the heater and it seems to be working fine.
I ordered a new one from ford and it will be in on Monday.

well it is wednesday and ford hasn't called w/ the part so I called International (about an extra 1/2 hour drive) and they say the part is $33.00 Ford wants $150.00.
by the way the truck has been running fine with the heater unplugged.
