wait to start light question

I have a friend with a early 90's model 7.3 non turbo. Last Saturday morning it was cold and when he went to start it, the Wait To Start light never came on. He tried starting it. No luck. It turned over but never fired. He tried later in the day after it warmed up he tried again. This time the light came on and the truck started just fine. Any idea why the light didn't come on?
