steering column shaft loose????

steering column shaft loose????
Opened up my hood and looked at my steering column shaft then grabbed it and saw how LOOSE it was. It moved all over the place. How loose is this component supposed to be?

18 to 20 inches from the firewall.
I just reach over the brake fliud reservoir and grap it and it moves 1/4" to 3/8" all around.
Just does not feel right. I just realized it was not locked so I went out and locked it and it seemed to tighten ou some but it's still loose.
