ebpv question

i plugged my ebpv back in for the winter and i have a question. while on regular idle, 600rpm, it doesnt really come on, however, when i switch my chip to high idle it comes on. also while i drive if a do a speedy speed, any time the tach stay constant no matter what rpm it comes on and the engine bogs down and looses power. is this normal and will it hurt the truck? when i closes my engine temps do go up quick, so i know its doing its job, but the idiot gauge engine temp goes up to past where it normally goes and still the it stay closed, any ideas? i had it unplugged last winter and it was fine, but im at college and its gets much colder so i tried plugging it back in. any information would be much appreciated.

A lot of times the actuator return spring breaks and causes an oil leak by the actuator piston which causes the valve to shut by itself. Usually you have to replace the turbo pedestal if you want the valve to work properly. You can check it by disonnecting the rod and trying to move it back and forth. If it moves in and out fairly freely it's broken.
