I have no qualms about pulling a part like that from a junkyard. Most yards back home would hand you something like that for a small donation to the food bank ($.10? $.25 if it's close to Christmas?)

I can't remember now if i unplugged the one on my '78 or not... But I always wear my seatbelt, and have been for over 25 years now, when it was made law in the Canadian province I lived in at the time.
I didn't think my 79 bronco had one till tonite the light always comes on on the dash but tonite it buzzed at me for about 5 to 10 seconds I never wear a seatbelt so I think I would have noticed if it had been working before
