89 eec warmup components

I was just wondering what the chain of command as far as sensors go for the warmup enrichement and idle stuff. I have a strange problem. When i start my truck the rpms go up to about 1500 for a split second then cut off. I crank it again and the same thing. Usually the third time it goes right up to high idle and does the warmup cycle just fine. Once warm it idles fine, a little rough at times, but fine. all my sensors are in spec. My tps was very close to out of spec so i replaced it. ive cleaned everything. replaced the tb gasket and intake manifold gasket as well as cleaned the injectors and put new seals on them. Ive cleaned the egr and its actually blocked off at the moment. No vac leaks that i can find. iac seems fine, in spec. Im kind of baffled. Could it be a temp sensor? the motor is a 300 I6 Ca truck.

thanks
matt

I would suspect a sluggish IAC. That is a common symptom for those. After they stick shut a couple of times, they start working until they sit overnite again.
My money is on the IAC.
