The IAC is on the throttle body.
One thing at a time... reconnect the O2 sensors and see if the fuel filter had something to do with it (doubtful).
With the O2 sensors out, the computer is running in open-loop. It doesn't care about lots of sensors, it's just doing the best it can with what the engineers put into it.
So, disconnecting the O2 sensors didn't solve the problem, it just made the computer ignore lots of other things. It's probably not the O2 sensors, it's something else, you just made the computer not care about it

Get it fully warmed up and take a trip to the local mechanic and see if they can scan it for the current coolant temp. If it's way off, that's the problem.
