kingpin spring shim ?

I'm putting a couple of washers in to shim the kingpin spring to help with my death wobble and I ran into a snag. The first one came apart no problem. When I took the cap off the second one it seemed like it was under a lot more tension. When the cap came off there was a plastic cone shaped that popped up under the spring. I couldn't push it down, so after I put my washers under the cap I used a ratchet strap to compress the spring enough to get the bolts started and tightened everything up. I'm hoping that the plastic cone piece got pushed back in when the cap got tightened but it didn't seem to be moving as the cap was coming down. Its a pretty heavy spring so it seemed like it went back into place otherwise it probably would have been a lot harder to tighten the cap down. I think I may take it apart again to make sure. What do you guys think?

There is a tab on the plastic cone that lines up in the steering knuckle. It would be a good idea to take the tie rod end off when your done and make sure it still turns by hand, you could shim it into a bind and not know it.
